The Pre-Argument Conference program is a
formal, supervised, mandatory mediation program for the appellate
system, which was initiated and supervised by former Supreme Court
Justice, Angelo G. Santaniello, who shall be available as advisor
“emeritus” .
Judge Pellegrino stated that: "no one
can fill the shoes of Justice Santaniello but with his continued
counsel and guidance the program will continue to serve the mission
as he envisioned".
A native of New Haven, Judge
Pellegrino graduated in 1958 from the University of Notre Dame with
a bachelor of arts degree in philosophy. He earned a master of arts
degree in education from Fairfield University in 1961 and his Juris
Doctor from Boston College Law School in 1963.
Judge Pellegrino was in private
practice in New Haven until 1990, when he was appointed a Superior
Court judge. In May 1997, he was named chief administrative judge,
civil division, a post he held until March 2000, when he was
elevated to the Appellate Court. Now-retired Chief Justice Francis
M. McDonald Jr. appointed Judge Pellegrino as chief court
administrator in December 2000, a position he held until he elected
to take senior judge status in 2006. Having reached the state
mandatory retirement age of 70, Judge Pellegrino is now a judge
trial referee.
Chief Justice Rogers noted that: "It
is this combination of experience that uniquely qualifies Judge
Pellegrino to run this very important program. He has had experience
as an attorney in private practice, was a judge of both the Superior
and Appellate Courts, and served for a number of years in the
critical position of Chief Court Administrator. I am grateful Joe
has agreed to continue to serve the courts in this leadership
position."
The Supreme Court "on circuit"
education program takes the Court 'on the road' throughout
Connecticut, providing an opportunity for students and members of
the community to see oral argument and to learn more about the
appellate process.
Senior Associate Justice Flemming L.
Norcott, Jr., recently celebrated his thirtieth year on the bench,
having served on all three Connecticut state courts. Born in New
Haven, Justice Norcott graduated in 1961 from The Taft School. He
earned a bachelor of arts from Columbia University in 1965 and a
Juris Doctor from Columbia School of Law in 1968. He served in the
Peace Corps after Law School, followed by years of public interest
law practice before being appointed to the bench. He served as a
Superior Court Judge from 1979 to 1987 when he was appointed to the
Appellate Court. He was thereafter elevated to the Supreme Court in
1992 where he is now the senior associate justice on the Court.
Justice Norcott stated that "I am
honored to represent the Supreme Court as we continue our
long-standing educational efforts through this program. We have
traveled to many fine educational institutions throughout the state
during the time this program has been in place, and I am looking
forward to assuming a leadership role for the Court in the planning
and implementation of these visits."
Chief Justice Rogers added that:
"Justice Norcott brings his years of experience, his love of
teaching, and his commitment to public service to this program. We
are confident the "on circuit" program will flourish under his
leadership."
In addition to administering the PAC
program Justice Angelo G. Santaniello was also the administrator of
the “on circuit” program. Chief Justice Rogers commented on Judge
Santaniello's service: "I cannot overstate how critical Justice
Santaniello's service has been to the people of the State of
Connecticut, as well evidenced by the success of these programs
under his leadership. In both instances, Justice Santaniello was the
driving force behind the scenes, assuring the success of every court
visit, and developing the PAC program into one of the models for
appellate mediation nationwide. We owe him a debt of gratitude which
we can repay, in part, by continuing these wonderful programs he
helped to establish."
