OVERVIEW: All civil matters returned to the Fairfield Judicial District at Bridgeport on or after January 1, 2003, are automatically part of the Bridgeport Pilot Program (BPP) and will be assigned to one of two expedited tracks, either a fifteen (15) month or a twenty-four (24) month track. The following case types are assigned to the fifteen (15) month track:
  • Contract Collection (C40);
  • Property Damage Only (V05);
  • All Eminent Domain Actions -
  • E00 State Highway Condemnation
  • E10 Redevelopment Condemnation
  • E20 Other State or Municipal Agencies
  • E30 Public Utilities & Gas Transmission Companies
  • E90 All other;
  • Small Claims Transfers to Regular Docket (M83);
  • Housing Civil Matters (Subject to BPP if transferred to the judicial district) -
  • Summary Process (M81);
  • Housing Civil Matters (M82);
  • Administrative Appeals (Only Zoning (A00), Inland Wetlands & Conservation Commission – Local (A66) and All Other (A90) will be assigned to a "discovery" judge.).
  • All other civil cases are assigned to the twenty-four month track - excluding Foreign Civil Judgments – C. G. S. 52-604 & C. G. S. 50a-30 (M80) and Foreign Protective Orders (M84).

    Each civil case within the BPP, unless otherwise noted, will be assigned a "discovery" judge who will monitor the progress of the case. The assignment of a discovery judge will be made on an automated rotating basis and will be designated by a three-character prefix, which must appear in front of the docket number on all filings. The first character of the prefix indicates the track - i.e., "1" indicates assignment to the 15-month track and "2" indicates assignment to the 24-month track. The second two characters of the prefix are the initials of the "discovery" judge assigned to the case. A chart, BPP Prefix Indicator - Assignment of "Discovery" Judges, which contains the prefixes and the corresponding "discovery" judges, is available for printing.

    Upon the filing and entry of a BPP case into the Civil/Family computer system, Standing Orders containing set time periods for the filing of responsive pleadings and completion of discovery will be automatically forwarded to all counsel and pro se parties of record. Simple (15-month track) and standard cases (24-month track) will receive Standing Order No.1 and Administrative Appeals (Zoning (A00), Inland Wetlands & Conservation Commission – Local (A66) and All Other (A90) will receive Standing Order No.1 A. These standing orders will contain the designated prefix for the respective case. As noted previously, this prefix must be placed in front of the docket number on all filings.

Additionally, it is strongly recommended that you routinely visit this section on the Branch’s web site and the BPP Bulletin Board located at the Bridgeport courthouse opposite the entrance to the Civil Caseflow Office on the 6th floor for updated information on the BPP.

    efense Counsel

    Defense counsel are strongly encouraged to advise insurance carriers of the need to turn writs and/or file material over promptly to counsel in order to avoid defaults from entering and cases being claimed for the hearings in damages list under the provisions of Standing Order No.1 (1). Additionally, defense counsel who file a late Appearance form (JD-CL-12) will not be exempt from the standing order applicable to that case and no deviation from the standing order shall be granted for the reason of a late appearance.

    Plaintiff Counsel and Plaintiffs Appearing Pro Se

    Plaintiff counsel and plaintiffs appearing pro se are advised that if after the filing of a default motion but prior to the issuance of a default or the scheduling of a hearing in damages, the defendant files an appearance, it shall be the responsibility of the plaintiff to notify the defendant that this matter has been assigned to the BPP by sending a copy of Standing Order No.1 by first class mail (or service pursuant to P. B. Sec. 10-13) at the address provided on the Appearance form. The plaintiff shall then forthwith forward certification (P.B. Sec. 10-14) to the BPP Officer in the Civil Caseflow Office.

    Motions

    In accordance with Standing Order No.1 and Standing Order No.1 A, the designation assigned to the case identifying the "discovery" judge must appear as a prefix to the docket number on all filings. All motions relating to discovery disputes, requests for extensions of time, or modifications shall be entitled "Motion for Deviation from BPP Scheduling Order". Objections to said motion shall be entitled "Objection to Motion for Deviation from BPP Scheduling Order". The following motions must be filed with the Civil Caseflow Office for the assigned "discovery" judge:

  • Motions for Deviation from BPP Scheduling Order;
  • Motions to Compel and/or Sanctions;
  • Motions to Implead, Consolidate, Intervene, and to file Apportionment Complaints;
  • Motions for Nonsuit or Default; and,
  • Motions to Open.

    Civil Short Calendar

    Certain designated motions will be ruled upon by the "discovery" judge strictly on the basis of the papers as opposed to the motions appearing on a short calendar. A listing of these motions is provided above and in Standing Order No.1 and Standing Order No.1 A. Parties should make every effort to resolve issues prior to the filing of these motions. These motions will not appear on a short calendar and will proceed on the papers to the "discovery" judge for a decision. All objections to these motions must be filed with the Civil Caseflow Office within 14 days of the original motion. If not filed in Caseflow within that period, the objection will not go to the "discovery" judge and will not be considered - then or later. All other motions shall be claimed to the short calendar and filed in the Clerk’s Office.
