Case Caption:  First Named Plaintiff vs. First Named Defendant

The above matter has been selected for participation in the Bridgeport Pilot Program (BPP). The Judicial Branch has prescribed that all cases in the program be disposed of within 15 or 24 months of the return date. The following classes of cases shall be designated for completion within 15 months of the return date: contract collection, property damage only, eminent domain/condemnation, small claims transfers, housing matters, and administrative appeals. All other cases shall be designated for completion within 24 months of the return date. The following scheduling order is effective for all classes of cases except administrative appeals:

1. ORDERED: In all matters wherein a defendant has failed to appear, the plaintiff file, not later than 45 days from the return date, a Motion for Default for Failure to Appear with the BPP Officer, Caseflow Office. Upon granting of said motion by the court, the plaintiff shall, not earlier than 15 days1 of the issuance of said default, claim the matter for a hearing in damages. Failure to adhere to this schedule will subject the matter to an order of dismissal sua sponte.

2. ORDERED: If, prior to the issuance of a default or the scheduling of a hearing in damages, the defendant files an appearance, it shall be the responsibility of the plaintiff to notify the defendant that this matter has been assigned to the BPP by sending a copy of this order by first class mail (or service pursuant to P. B. Sec. 10-13) to the defendant at the address provided on the appearance. The plaintiff shall then forthwith forward certification (P. B. Sec. 10-14) to the BPP Officer, Caseflow Office.

3. The designation assigned to the case, (respective prefix), must appear as a prefix to the docket number on all filings.

4. All motions relating to discovery disputes, requests for extensions of time, or modifications shall be entitled "Motion for Deviation from BPP Scheduling Order". Objections to said motion shall be entitled "Objection to Motion for Deviation from BPP Scheduling Order".

5. The following motions must be filed with Caseflow for the assigned "discovery" judge: Motions for Deviation from BPP Scheduling Order; Motions to Compel and/or Sanctions; Motions to Implead, Consolidate, Intervene, and to file Apportionment Complaints; Motions for Nonsuit or Default; and Motions to Open.

6. Parties should make every effort to resolve issues prior to filing the above motions. These motions will not appear on a short calendar and will proceed on the papers to a judge for a decision. All objections to these motions must be filed with Caseflow within 14 days of the original motion. If not filed with Caseflow within that period, the objection will not go to the "discovery" judge and will not be considered – then or later. All other motions shall be claimed to the short calendar and filed in the Clerk’s Office on the first floor.
